It would seem to me that, rather than a town steward, money could be better spent on a simple vehicle (of the old milk float calibre) with basic seating and easy on /off facility permanently going between Gibbet Marsh car park and the High Street, thus clearing ALL the parking apart from deliveries - which should have limited hours of access anyway!
